Is there a way to send an IM message using pidgin using the dos commandline?

Please be very descriptive of the process as I am a bit over my head with
this.

My reason for asking us to send IM alerts.

Not on Windows, not that I'm aware of. On linux if you build pidgin with
DBus support you can use the purple-remote and purple-send scripts to do
this.

A plugin might be able to allow this on Windows, I'm not sure.
